Security Council resolution 9 (1946) came too late to be incorporated in the original Rules of Court, which had been promulgated on 6 May 1946.

Article 36 of the Rules of the Permanent Court of 11 March 1936 required the declaration provided for in the Council’s resolution of 17 May 1922 to be filed with the Registry at the same time as the notification of the appointment of the agent,1 and the full text of that resolution was printed as an annex to Article 36 of the Rules.2
