The upper Habur was a crowded political landscape in which there was constant competition among the kings of the region. In ARM 28.115 (4.69), Yaphur-Lim, the king of Izallu, wrote to Zimri-Lim and complained about his neighboring king, Ibal-Addu (cf. ARM 28.77 [4.58] and ARM 28.51 [4.68]). Yaphur-Lim’s primary frustration was that Ibal-Addu was harboring a rival claimant, a kaltum, to the throne of Izallu (cf. A.1215, [4.62]).1 It is noteworthy that Yaphur-Lim was not alone in charging Ibal-Addu with harboring a rival claiman…
