Until 1979, economic and planning activities were entirely in the hands of central authorities and ministries in Beijing. The respective state units presumably also followed their own agendas without subjecting themselves to a coordinated plan. Although the State Planning Commission played an important role in the coordination of the different projects, overall control was extremely difficult to achieve, not least owing to the size and heterogeneity of the country.
